The development and success of international WMS, including WMCs, are dependent on the competency of all selected ICCs qualified to train it. The most important reasons supporting this are the quality assurance programs and the level of knowledge. First, the time to train is difficult; these resources will not always be available to prospective applicants with no proper knowledge required in all areas of knowledge. Secondly, the cost of training is low. While not every one of the selected ICCs will take advantage of the material offered, all the applicants will need a long and intensively developing training course in order to pass any course requirements or they will have to drop out of their certification program.
